This lack of formal recognition created multiple challenges:
- Inability to legally sell or transfer property
- Difficulty in securing bank loans or mortgages
- Restrictions on construction, renovation, or redevelopment
- Constant fear of legal or administrative action
Recognising these long-standing issues, the Government of India introduced a dedicated framework in 2019.
What is the PM-UDAY Scheme?
The Pradhan Mantri – Unauthorised Colonies in Delhi Awas Adhikar Yojana (PM-UDAY) was launched in 2019 to grant ownership rights to residents of unauthorised colonies in Delhi.
The scheme operates under a legal framework that allows the government to recognise property rights based on existing documents such as:
- General Power of Attorney (GPA)
- Agreement to Sell
- Payment and possession records
Out of 1,731 identified unauthorised colonies, eligible colonies (excluding those falling under restricted categories) are covered under the scheme.
The Latest Policy Shift: “As Is Where Is” Regularisation
A major recent development is the decision to regularise colonies on an “as is where is” basis. This marks a significant shift in approach.
What does “as is where is” mean?
It means that colonies will be regularised in their current physical and structural condition, without requiring extensive modifications, redesign or compliance with ideal planning norms beforehand.

The scheme is being implemented through an online portal managed by the Delhi Development Authority (DDA), ensuring transparency and efficiency.
Types of Ownership Documents Issued
- Conveyance Deeds (CD): Issued for properties built on government land.
- Authorisation Slips (AS): Issed for properties on private land.
On 31 March 2026, only about 40,000 conveyance deeds and authorisation slips has been issued.
Regularisation Of Unauthorised Colonies In Delhi: Decisions Taken by Ministry of Housing and Urban Affairs
- Authorities will regularise 1,511 unauthorised colonies out of 1,731 UCs that do not meet exclusion criteria on an “as-is, where-is” basis and will not require approved layout plans.
- Land used for all the plots and building in these colonies treated as residential
- The PM-UDAY scheme transforms property rights in Delhi by granting legal ownership to residents of unauthorised colonies and enabling planned urban development. For shops up to 10 sq. metres, the required right of way may be less than 6 metres.
- Regularisation will apply to existing built-up structures on an “as-is where-is” basis.
- Absence of approved layout plans will not be a barrier to regularisation.
- MCD/local bodies will issue Certificates of Regularisation, conduct surveys of vacant plots, and facilitate development of civic infrastructure.
- The Revenue Department, GNCTD, will issue Conveyance Deeds / Authorisation Slips to eligible residents.
